West Bengal Pollution Control Board (http://www.wbpcb.gov.in/) is a major user of FOSS for the PCB's workflow and management systems. The bulk of these MIS systems have been developed in-house using GNU/Linux, Apache, PHP / Perl and PostgreSQL.
